The present work aims to identify the potentialities and limitations to propose actions to improve the intervention through the analysis of the local management of the program in its relevance and assessment in the district of Huancarani, province of Paucartambo, department of Cusco. By identifying the potentialities and limitations, it will be possible to make decisions that help to carry out or carry out future policies and / or social programs for rural development, since the program could contribute to development dilemmas such as: interculturality, justice, human rights and Endogenous development. The objectives with which it is working are: Evaluate whether the services provided by the Tambos National Program are contextualized for the Tambo de Quisicancha intervention area, Huancarani district, Paucartambo province, Cusco department. To know the assessment that the user population has of the services and the attention provided by Tambo de Quisicancha, district of Huancarani, province of Paucartambo, department of Cusco. Evaluate whether the Tambos National Program has strategies and / or planning instruments for its articulated intervention. And to identify if the National Tambos Program promotes the active participation of people for the use of its services in the Tambo de Quisicancha. As main theoretical frameworks, interculturality is considered as a process of communication between different human groups, with different customs, the fundamental characteristic being: “horizontality“, that is, no cultural group is above the other, promoting equality, integration and harmonious coexistence between them. Another important framework is citizen participation, defined as a set of actions or initiatives that seek to promote local development and participatory democracy through the integration of the community to the exercise of people's rights. Based on various mechanisms for the population to have access and participate in the decisions and activities of their interest at the different levels of government, independently without the need to be part of the public administration or a political party. The methodology used in the study was qualitative-quantitative - mixed: Qualitative because it seeks in the National Program Tambos the potentialities and limitations and for this it is necessary to generate complex questions to understand the situation studied. The qualitative will help to understand the perception or meaning that people give to the program from their culture, traditions, values, etc. That is why the instruments of interviews, focus groups and the documentary review of the main documents generated by the Program are used. These inputs will give us a vision of the operation, which will allow us to identify the potentialities and limitations of the program in order to improve the intervention. In addition, the study will also be quantitative - explanatory, because it will allow us to measure and explain why the findings are given. As one of the main potentialities (conclusion) of the study, we can find that: The services provided by the Tambo do contribute to the development of the community, because its platform allows the effective approach of the State through the services provided by the different sectors of the Condition. It is not necessary for the residents of the Quisicancha community, both men and women, to travel very frequently to the district capital to do their paperwork, since most institutions come to the Tambo and provide their services. The use of the Quechua language is a potentiality, since the majority of the area speaks both Spanish and Quechua, but they have better management and understanding in their mother tongue, which is Quechua. In addition, adults and older adults are more Quechua speakers than young people or adolescents. A potentiality to promote the participation of the residents, is in relation to the treatment in the attention that is provided when they come to the Platform to make use of the services. The manager is a key point to empower the user through a good treatment, with respect, affection and cultural relevance at the time of providing the services, guidance, support that users need. Inter institutional coordination becomes a potential because it allows all institutions to articulate their objectives, work plans and budgets in favor of the communities. Working with institutions that promote development approaches such as rights help promote their guarantors' ability to fulfill their responsibilities and obligations to citizens. And as main limitations we see that: Not working joint and articulated work plans promotes that there is no greater presence of the institutions in the service platform to meet the needs or requirements of the residents. For the operation of the Tambo it is essential to promote the active participation of the residents both in children, adolescents, youth, adults and older adults, participants and representatives of all spaces and grassroots organizations. El Tambo in some of its services lacks sufficient implements such as computers, low internet bandwidth, and lacks a perimeter fence for greater security, among others.
