The research work aims to: Raise the level of efficiency in the process of issuing vehicle identification certificates issued by the Directorate of Vehicle Property - National Police of Peru (DIPROVE-PNP) at the Metropolitan Lima level, a problem observed in the procedure current to issue vehicle identification certificates, responds to an issue of public value due to the need to solve the problem identified as: “Low level of efficiency in the process of issuing Vehicle Identification Certificates, issued by the Directorate of Vehicle Property - National Police of Peru (DIPROVE-PNP) at Metropolitan Lima level in the last five years ”. The first chapter raises the definition and description of the problem, likewise the conceptual framework of the research variables was developed. Continuing with the work in chapter two, the problem tree was developed. For this, the Ishikawa scheme was added to present the causes of our problems, identifying three causes of the problem: Cause 1: Tough procedure. Cause 2: Inadequate infrastructure and equipment. Cause 3: Shortage of experts. Later in chapter three, the design of the final innovation prototype was explained, having carried out an analytical study of the selected causes, identifying the causal element, which strongly emphasized the inadequate infrastructure and lack of equipment. Finally, chapter four responded to the analysis of the desirability, feasibility and viability of the prototype through interviews with the actors involved; Obtaining as a result the total acceptance of the users for its application, which will allow in the first place to achieve a data processing of the information and in the second place to propose changes in the issuance of vehicle identification certificates issued by the DIPROVE - PNP. This will determine that the use of information technologies allows us, especially this police unit, a better relationship with the users who go to said agency to request the certificate in question.
