The Register of Students with Disabilities (R-NEE) collects information from these students to participate in the Ministry of Education's learning achievement assessments. Its implementation includes physical and virtual components, as well as the participation of various actors in the educational community. Through this type of registry, the identification of this population becomes relevant, not only for statistical purposes but as the basis of policies that promote their participation and integral development; from social management, the aim is to understand the context in which the R-NEE is developed to know the effectiveness of the process, identify the role that its actors assume, know the perception and reflection of the educational community on disability and identify key actions to improve its management and implementation. Our research is a qualitative case study that analyses what factors favor or limit the use and benefit of the information recorded in the R-NEE during the process of its implementation in the framework of the assessments of learning achievements in the Lima Region, in the period from June to September 2019. For this purpose, we use the documentary review and semi-structured interviews, as well as a focus group on a significant sample of actors involved: UGEL specialists, directors and teachers of educational institutions, parents of students with disabilities, SAANEE members and Minedu monitors. The analysis is based on the pedagogical model of inclusive education that seeks access to quality education based on the attention to the diversity of needs and learning conditions that an educational response requires for the student to face personal limitations and those of their context that, according to the ecological paradigm of evaluation, influence the construction of knowledge and its measurement. The main results show that the participation of the family and the teacher of the student with disabilities is essential; the knowledge that actors involved have about disability is important, as well as the process of registration and management of ICT.
