This thesis is a case study, qualitative and descriptive level; which uses interviews with different actors as a source of information and seeks to analyze the contribution of a local management body to the quality of the educational service. This claim is achieved from the testimonies of directors and teachers of initial level educational institutions, as well as specialists who work at UGEL 03 of Metropolitan Lima specifically. Being early childhood, the most important period of life for a human being, it is essential that they receive a quality education. It is in this sense that this study becomes relevant by providing an analysis of the quality of the service, considering the perspective they have of the contribution of the Local Educational Management Unit, from the Pedagogical Management around the processes educational, and Institutional Management linked to structural aspects. The results show that the factors that intervene in the quality of the service of educational institutions are related to the management contribution made by UGEL, showing that more human and material resources are required, while managers and teachers perceive a better management if they are attended to in a timely manner and receive good treatment.
