Since 2013, all those children and adolescents (NNA) in a condition of family vulnerability are welcomed by the State and come to reside and become institutionalized in the Residential Shelter Centers (CAR); This is how the number of children and adolescents has been increasing every year. In 2013, 3,830 children and adolescents were admitted as lack of protection in the CARs; By 2021, there was a considerable increase between 5,000 to 6,000 children and adolescents in the different INABIF Residential Shelters. For this reason, in 2018, the Banco de Familias Acogedoras (BFA) was created, which is in charge of the General Directorate for Children and Adolescents (DGNNA) through the Special Protection Directorate (DPE), which is part of of the Ministry of Women and Vulnerable Populations, and is made up of Host Families by third parties who previously register and submit their application to the UPE of each region and of Lima and go through a process of psychological, legal and social evaluation in charge of specialists such as: lawyers, social workers, psychologists to be admitted to the BFA. The creation of the BFA was carried out in order to deinstitutionalize the children and adolescents who are in the CARs, since it has been scientifically proven how being institutionalized affects children, the involution in the communicative, physical, neuronal, affective aspect, emotional and social. It is worth mentioning that the majority of children and adolescents, as a lack of protection of the CARs, entered the CARs due to problems of all types of family, sexual, and psychological violence, also due to negligence or carelessness of the parents, abandonment, life on the street, etc. Children who are institutionalized have a great emotional burden, due to their experiences during their childhood and childhood. Unfortunately, the number of children and adolescents has been increasing as the years have passed. That is why, in 2018, the registration of individuals and families interested in being part of the BFA team began, they must pass a series of exams and meet the requirements requested by the Special Protection Directorate. It is important to indicate that, in its beginning period, 07 families became part of BFA; however, as of December 2021, there was only a slight increase reaching a total of 370 families belonging to the BFA. This generates a lot of concern, since the number of children and adolescents in the CARs as of December 2021 is between 5,000 and 6,000. When the NNA are deinstitutionalized; that is to say, they stop residing in a CAR and become temporarily hosted by a foster family previously certified and evaluated to form the BFA. The NNA manages to strengthen the affective, communicative aspect, since it is inserted in society through the new family, this helps to increase their self-esteem and self-perception of him or herself; improves their self-esteem, confidence, security, neural, physical and social development. That is, it contributes to their integral and harmonious human development in a healthy environment. That is why, having insufficient number of foster families registered in the BFA; We began by conducting interviews with specialists, people from the BFA, experts and managers to find out the aspects to be improved to be implemented and thus encourage an increase in enrollment. It was found that the causes of the problem are the following: 1) Insufficient strengthening of the capacities and competences of the BFA personnel, 2) Deficient economic incentive for individuals and families by third parties of the BFA, 3) Deficient follow-up and monitoring and accompaniment of the individuals and families by third parties of the BFA who take in a child in a situation of family vulnerability, 4) complex administrative processes to register in the BFA and 5) Poor use of information and communication technologies for the BFA. Next, using the ranking table, it was analyzed from 5 important dimensions to which points have been assigned to compare them. In this way, it was possible to determine that the “Poor Use of Information and Communication Technologies for the BFA“ is the cause of the greatest impact on the problem, especially in these times of digital communication. Faced with this public problem, it was decided to propose the use of information and communication technologies (ICT), the study emerges as an alternative to combat this cause, since it proposes the development of an “Intelligent APP System Shonqo Ayllu BFA within the framework of a Large-Scale and Digitized Communication Plan” that will inform and sensitize individuals and families about foster care and the MIMP Foster Family Bank. In addition, the use of APP will reduce the registration, evaluation, monitoring and approval process to join the BFA from 100 to less than 50 days, therefore, the processes for a person or family to join the BFA of the MIMP, supported by a massive and digital awareness. All this, in order to provide more facilities and that the message reaches all families and thus, to be able to raise awareness about the BFA Service and the importance of its voluntary support to contribute to the integral development of children and adolescents who are in deprotection quality in CARs. The Shonqo Ayllu APP will contribute by providing permanent information through videos and testimonials; in addition to facilitating the process of registration, evaluation, follow-up and permanent monitoring; With its use, the number of foster families will increase and thus it will be possible to contribute so that more children and adolescents who are institutionalized in CARs at the national level can be deinstitutionalized and achieve greater comprehensive development by being part of a temporary foster family. The application proposal will be accompanied by a strong communication campaign articulated with different strategic allies that have previously been made aware, volunteer and use the media to raise awareness among the population and inform about the Shonqo Ayllu APP. (Family at heart).
