Gestión del canon minero y su impacto en la actividad minera en la Región Ancash, año 2018

Abstract

La actividad minera es uno de los pilares más importantes en el auge económico del Perú, sin embargo, dicha contribución no se ve reflejada en el desarrollo económico y social de la población peruana, sobre todo en aquellas ciudades que tienen como actividad principal a la minería, tal es el caso de la región Áncash. Según el Programa de las Naciones Unidas para el Desarrollo (PNUD), la región Áncash ocupa un lugar intermedio en el país con un Índice de Desarrollo Humano de 0.5159. Asimismo, debido a una deficiente gestión del canon minero, la existencia de conflictos sociales no es un tema ajeno para esta región dado que la población no ha logrado percibir los beneficios que la actividad minera les puede otorgar, generando así una percepción de un limitado impacto positivo hacia este sector. Frente a esta problemática, la presente investigación tiene como objetivo general, determinar si la deficiente gestión del canon minero por parte del Gobierno Regional de Áncash es la real causante de la perspectiva poblacional con un limitado impacto positivo. Bajo dicho enfoque, la presente investigación es de tipo cualitativa; según los objetivos de estudio es de carácter básica o pura; y según el nivel de investigación es descriptiva – explicativa. Asimismo, para contrastar la hipótesis hemos utilizado como técnicas de recolección de datos, el análisis documental; y como instrumentos, las fichas bibliográficas, que son de tres tipos, textuales, de resumen y comentarios, y las fichas de contenido. De los resultados de la discusión se ha llegado a comprobar la hipótesis planteada, pues, existe una deficiente gestión del canon minero por parte del Gobierno Regional de Áncash, situación que se ha visto reflejada en la incongruencia del gasto público a pesar de ser una de las regiones con mayor asignación del canon minero; generando una perspectiva poblacional con un limitado impacto positivo del sector minero hacia su desarrollo.

Mining activity is one of the most important pillars in Peru's economic boom, however, this contribution is not reflected in the development of the community, especially in the most vulnerable sectors located in the economic and social development of the peruvian population, especially in those cities that have mining as their main activity, as is the case in the Áncash Region, According to the United Nations Development Program (UNDP), the Áncash Region occupies an intermediate in the country with a human development index of 0.5159 likewise, due to poor of the mining royalty, the existence of social conflicts is not a alien issue for this region since the population has failed to perceived the benefits the mining active can grant them, thus generating a perception of a limited positive impact on that sector. In relation to the problem described, the general objective of this research is to determine whether the deficient management of the mining royalty by the Áncash Regional Government is the real cause of the perception of the limited positive impact on the mining sector. Under this This approach, the present investigation is of a qualitative type. According to the study objectives, it is basic or pure, and according to the level of research, it is descriptive – explanatory. For the hypothesis testing, we have used as data collection techniques, documentary analysis and content analysis; and as instruments, bibliographic records which are of three types, textual, summary and comments, and the content sheets. Results from the discussion confirmed the hypothesis of the deficient management of the mining royalty by the Áncash Regional Government, a situation that has been reflected in the inconsistency of expense, even though Áncash Region is one of the regions with more mining royalty allocation. This has caused a perception from the coummnity, erroneously assuming a limited positive impact of the mining sector towards its development.
