Mining activity is one of the most important pillars in Peru's economic boom, however, this contribution is not reflected in the development of the community, especially in the most vulnerable sectors located in the economic and social development of the peruvian population, especially in those cities that have mining as their main activity, as is the case in the Áncash Region, According to the United Nations Development Program (UNDP), the Áncash Region occupies an intermediate in the country with a human development index of 0.5159 likewise, due to poor of the mining royalty, the existence of social conflicts is not a alien issue for this region since the population has failed to perceived the benefits the mining active can grant them, thus generating a perception of a limited positive impact on that sector. In relation to the problem described, the general objective of this research is to determine whether the deficient management of the mining royalty by the Áncash Regional Government is the real cause of the perception of the limited positive impact on the mining sector. Under this This approach, the present investigation is of a qualitative type. According to the study objectives, it is basic or pure, and according to the level of research, it is descriptive – explanatory. For the hypothesis testing, we have used as data collection techniques, documentary analysis and content analysis; and as instruments, bibliographic records which are of three types, textual, summary and comments, and the content sheets. Results from the discussion confirmed the hypothesis of the deficient management of the mining royalty by the Áncash Regional Government, a situation that has been reflected in the inconsistency of expense, even though Áncash Region is one of the regions with more mining royalty allocation. This has caused a perception from the coummnity, erroneously assuming a limited positive impact of the mining sector towards its development.
