The objective of this study is: To determine if the discretionary power of the National Police of Peru in the decision of general changes violates the principles of motivation of resolutions and predictability. The justification stands out in that, given the discretionary power, so that the administration can make decisions based on opportunity, the rule empowers the public administration by granting it a margin so that it can make such decisions. Among the principles that make up good administration, which is not only a principle, but also a right, which grants a distinctive range of the duty of all authorities to motivate their decisions and demonstrate and prove that said decisions have been adopted objectively. and consistent with the purpose of public interest. In the methodological sphere, the qualitative approach was used, likewise the technique used was the analysis of the information, which began with the collection and reading of the relevant material of the object of the investigation to conclude with its interpretation. The main conclusion is that it can be affirmed that the changes or modifications that have been made in the sphere of the National Police of Peru, regarding the assignments of the PNP Officers, which are made annually, have not been carried out according to the Principle of Good Administration, nor to compliance with the Principles of Motivation of Resolutions and the Principle of Predictability, for this reason many times, in the new general changes, the professionals assigned are not the most suitable, the meritocracy, failing to comply with the provisions of article 166 of the Political Constitution, such as the guarantee of internal order.
