According to the latest report of the World Economic Forum's Travel and Tourism Competitiveness Ranking, Peru shows a low position among the world's tourist destinations. This situation has as a cause the waste of the tourist resources that the country has, which is sharpened with the scarce efforts of the three levels of government for the diversification of the tourist development of the country, in effect, it is evident that among the potentialities of the countries that lead this ranking is that of being multidestination countries, in its place, Peru maintains the profile of a single destination, characterized at world level only by having Machu Pichu. This situation puts at high risk the tourist sustainability of the country, since, if scenarios are analyzed without this tourist destination, the sector would enter in crisis. Under this context, it is necessary to change this positioning for one of a multi-session country, that is, one that includes destinations in the north, center and south of the country. Currently, the capacity of the State, in its three levels of government, with competences enabled in their respective organic norms, has not managed to efficiently reduce the identified gap on the tourist resources that require intervention through the implementation of public services that guarantee their tourist visit. In a qualitative way, it is verified that after 13 years of creation the Vice-Ministry of Tourism has only managed to close 4% of the gap. In this sense, a planning scheme for public investment was proposed to close the gaps in public services in tourism resources, which consists of a mechanism for joint work and contribution by the public sector and tourism sector companies, mainly. This proposal has among its main components and mechanism of operation the preparation of the identified investment portfolio; secondly, the development of the prioritization proposal; thirdly, the approval of the prioritized portfolio by consensus; fourthly, after the approval, it is passed to a purely public component from which the determination of projects to be financed through tax works is made; finally, perhaps the most important is the realization of an investment forum.
