This professional report is based on the analysis of the author’s work experience during the development of the Implementation Plan for the Joint Declaration of Intent between Peru, Norway and Germany, considering the period 2017 to 2019. The Plan was presented by the National Forest Conservation Program for Climate Change Mitigation, Ministry of the Environment, to the Norwegian international cooperation as a public policy proposal to reduce the rates of deforestation and degradation of the Amazon forest and develop a REDD+ mechanism in Peru. The analysis of this process used social science techniques centered on an ethnographic approach to organizations and institutions; complemented by game theory for understanding the negotiation of international agreements and the behavior of actors charged with carrying out public policy reforms. The study also incorporates a review of the literature on the climate crisis and the testimonies of key actors during the period in question in order to reflect on the difficulty of implementing urgent reforms in Peru, such as those associated with mitigating climate change and reducing deforestation.
