The presentation of the pandemic worldwide and its reverberation caused by the spread of the SARS-CoV2 or COVID-19 virus that affected and still affects the Peruvian population, put the entire health system to the test. Hospital II Essalud Vitarte, a former health facility in the eastern cone of Lima, one of the most important care centers for patient care. The main objective of the study was to identify how the management processes of human, logistical and therapeutic resources work in the Essalud II Vitarte Hospital, within the framework of human rights and health, organized by the Essalud 2020 Annual Quality Plan- 2021. This research work is qualitative, presented as a case study, on the management of pandemic management. The period in which it was developed included the months of March to September, since in this period the redistribution of the population assigned during the COVID-19 pandemic was implemented and what was called the first wave of infection in Peru. In the present work, testimonies from the participants during the COVID-19 pandemic at the II Essalud Vitarte hospital are exposed, analyzing the factors that influenced the management processes of human, logistical and therapeutic resources, which determined positive development or negative in the lives of people who were health providers, as well as patients and their families. The social aspects related to resource management processes, the economic constraints related to the human resources management, the scope of the care guides at the emergency and hospitalization levels and their degree of knowledge and applicability by health personnel among other aspects. The researcher concluded a deficiency in the management of resources of multifactorial origin, from an inappropriate appointment of authorities and assignments without sufficient experience, emergency decrees without foundation, passing through a variable and confusing scientific knowledge at an international level since the beginning of the pandemic and the attitudes of internal and external users of the hospital. It is recommended, regardless of the presence or continuity of a pandemic, the actual convocation of professionals and technicians, face-to-face and remotely, seeking coordination based on the experience acquired over time.
