The security of Peruvian citizens has been affected by the continuous actions of terrorist organizations operating in the country, specifically, two factions of the terrorist organization “Sendero Luminoso“ [Shining Path] [OT-SL]. The faction calling itself “Militarized Communist Party of Peru, Marxist-Leninist- Maoist, mainly Maoist“ [MPCP-MLM], focused on the jurisdiction of the Apurimac, Ene and Mantaro River Valley [VRAEM], led by the Quispe Palomino brothers and, the “Movement for Amnesty and Fundamental Rights“ [MOVADEF] led by the main terrorist leader Abimael Guzmán Reinoso (a) “Gonzalo“, from his prison in the Callao Naval Base, with presence in different regions of the country and abroad. The Counter-Terrorism Directorate [DIRCOTE] is the specialized police unit in charge of the fight against terrorism; however, its operational capacity is limited by the deficient management of the knowledge produced by the Police Operational Intelligence [IOP] to confront terrorist actions. This is due to: (i) the recurrent loss of specialized IOP knowledge, (ii) the resistance to share IOP information and knowledge among DIRCOTE personnel, (iii) the lack of mechanisms to convert individual IOP knowledge into organizational knowledge and, (iv) the deficient training and use of technologies not aligned with knowledge management. The research project analyzes these deficiencies using theory, experience in the private and public sector to build a theoretical framework that explains their most common causes, with the purpose of finding a solution that constitutes an innovation challenge. The lack of mechanisms to convert the individual knowledge of the IOP into DIRCOTE's organizational knowledge has been the challenge identified and based on this, the “design of the process to convert the individual knowledge produced by the IOP into DIRCOTE's organizational knowledge“ has been proposed as an innovative solution. This process will allow transferring the individual knowledge of its members to the police organization, so that it is available to all. The knowledge will be acquired through the selection of the best lessons learned and the greatest areas for improvement, allowing to enhance the operational capabilities of the police unit.
