In this academic work, an analysis will be made of Legislative Decree No. 1500 and its impact on the regulation of citizen participation in the environmental sector. As a result of the research carried out, the need to adapt the referred Legislative Decree to the current regulation in force will be presented. This also leads to identify the importance of updating the Regulations of Citizen Participation related to the environmental sector, in order to regulate the virtual mechanisms of citizen participation. As part of the analysis, it will be concluded that just as the context has changed in relation to the Sanitary Emergency and the National State of Emergency, the foundations of Legislative Decree No. 1500 have been modified. Therefore, it is necessary to analyze the effects of the modification of its foundations. Taking into consideration that although virtuality has implied a great opportunity for citizen participation, there are factors that cannot be replaced due to the characteristics of Peru, such as the lack of access to energy or virtual media by the population. To support the conclusions raised in this paper, a study will be made of the regulatory framework on citizen participation in the environmental sector, and how the enforcement of Legislative Decree No. 1500 impacted this regulatory framework. Likewise, the reports of the Ombudsman's Office will be taken into account to identify how the implementation of virtual mechanisms has impacted the population.
