The present innovation project is aimed to solve the public issue of the process of allocation of personnel within the National Police, which has been manually developed over the years using the parameters of the former institutions, and without taking into account the functional specialties contained in the internal regulations. Currently, the work of the National Police is effective in the fight against citizen insecurity but it is not efficient since the human capital is not used properly and rationally, allocating staff on a discretionary basis, giving priority to the highest number of patrols and presence on the streets, rather than in the more specialized work, due to on the one hand, the regulation is inadequately delimited and on the other, the existence of a weak systematization of the police career as the fundamental causes of the public issue. This situation has brought with it the delay of the annual allocation process and the consequent damage on both, the production of the police work and the personal life of the police. The proposal to be submitted is located centrally in the systematization of the process of the allocation of staff through the implementation of a computer system that would allow assigning a police officer to a particular charge, according to his functional specialty, potential and professional profile, according to the information of the résumé recorded in his personnel file and that this, in turn, must be linked with the conditions, skills and required profile for each position, in such a way as to achieve a proper management and rationalization of police staff on the basis of professional skills, experience, education, and the appropriate profiles for each position. This innovative change has normative, economic and organizational viability within the institution.
