The study focuses on the implementation of compliance programs as a preventive mechanism in public entities to reduce corruption and guarantee legality in public procurement, through international standards and legal reforms. The importance of strengthening the control system and promoting the prevention of crime and administrative irregularity is highlighted. The lack of prevention in current criminal legislation, despite severe sanctions, especially in cases of corruption during states of emergency, is the subject of investigation. The implementation of a comprehensive compliance system based on the ISO37301:2021 standard, with international standards, is proposed to reduce corruption and guarantee that control bodies carry out their work effectively. The compliance system will allow public entities to design compliance programs based on international standards to avoid irregularities and acts of corruption in public procurement. Legal reform is sought that balances the flexibility of contracting processes in emergency situations with effective supervision. The certification of compliance programs will be standard for all public entities, avoiding discretions and facilitating unexpected and procedural control by the Comptroller's Office to prevent administrative irregularities and functional crimes.
