This thesis describes the factors that contribute to capabilities building in disasters risk management for school principals and teachers from the Lurigancho-Chosica district, under the multisectoral program for Disasters Vulnerability Reduction and Emergency Assistance (PREVAED - Programa de Reducción de la Vulnerabilidad y Atención de Emergencias por Desastres), known in the education sector as: PREVAED Escuela Segura. The general objective of the research is to find out if the implementation of the PREVAED Escuela Segura program has contributed to strengthen the capacities of the principals and teachers in disaster risk management and prevention culture, to propose improvement measures that strengthen the program implementation. This is a qualitative investigation for which the following activities were conducted: semistructure interviews, focus groups, direct observation, documentary reviews, analysis of the participatory development of risk management instruments process as essential tools for schools, indicators of participation and commitment of the disaster risk management committees of the schools selected for this research. Among the relevant findings for Social Management, it is worth highlighting that the capacity building workshops, the technical assistance sessions and pedagogical support have made it possible to sensitize the main actors of the educational community to a large extent and have laid the foundations for building a culture for disaster risk prevention. Among the evidences found we can point out that schools have managed to incorporate risk management in their planning processes and management tools such as risk management plans for each school, as well as contingency plans for high intensity earthquakes and mudslides. The relevance of this research for Social Management lies in, firstly: recognizing the importance of capacity building to achieve the construction of a culture of disaster risk prevention in the educational community. Secondly, to show that there are limitations in the schools for the implementation of PREVAED Escuela Segura.
