Currently, the program Juntos in Peru constitute one of the best efforts of the Peruvian State to bridge the intergenerational poverty gap, by allocating resources to the poorest families in the population. However, 15 years after its creation, the mechanisms that intervene in a successful implementation of the policy at the territorial level are still unknown. In this sense, it is possible to highlight a variation in the coverage affiliation according to the district poverty level. Thus, this research aims to analyze the determining factors that influence the variation in program coverage. To answer this question, we focus on three variables. On the one hand, the importance of coordination between the different levels of government and authorities of other local organizations is highlighted, and on the other, the role of local bureaucracies to facilitate and promote the affiliation of possible beneficiaries. Finally, a last variable focuses on the political will of the local authorities to promote enrollment within their constituencies. In this sense, the research rescues the importance of the political context to shape the implementation of conditional transfer programs in unitary and decentralized countries such as Peru.
