The purpose of this project is to carry out a study of the planning process of police operations to control public order during social unrest, responding to the need to optimize State services to face the public need for maintenance, control and restoration of social order through the National Police of Peru [PNP], having identified the problem: “Lack of costing in the plans of police operations to control public order during social conflicts, period 2019“. The first chapter defines and describes the problem based on the study of social conflicts and the participation of the PNP, through the flow of the value chain summarized in inputs, processes, products and results, developing the conceptual framework of the problem as public order, operations plan and police presence in the area of social conflict. The second chapter establishes the causality of the problem through the tree of causes and effects, determining the following causes: 1) Absence of institutional legal framework that requires the costing of police operations; 2) Lack of cataloging of costs for use and wear of logistical resources; 3) Lack of a computer system that establishes the general and specific cost of the human and logistical resources to be used in the police operation; and 4) Planning not expressed in the budget. In the third chapter, the final prototype is designed, resulting from the chosen cause: “Lack of a computer system that establishes general and specific cost of human and logistical resources to be used in the police operation“, established by means of the “design thinking“ technique. and improved with feedback, which allows increasing the capacities of the personnel of the operational planning offices of the macro-regions, regions and police fronts, by providing them with a tool that optimizes the planning of operations and contributes to missionary success.
