The objective of this innovation project is to provide alternatives to reduce the opportunities to carry out corrupt acts within the driver's license issuance system in Lima Metropolitana. The methodology used was systematized as follows: first, documentary review to identify and define the problem and the relevant regulations related to the implementation of the internal control policy, in order to design the architecture of the problem; then, a review of academic literature to identify the theoretical causes, both subjective and institutional. Second, the authors conducted semi-structured interviews with experts on the subject to contrast the theoretical causes, from which five main causes were identified: Vulnerable operating system, inadequate culture of integrity, deficient supervision, insufficient and inadequate human, financial and regulatory resources and, finally, deficient interoperability and inter-institutionality, the first of which will be the focus of the innovation developed. Third, the authors compared the proposed hypothesis, namely that the main causes of the acts of corruption in this process are the vulnerable operating system and the lack of a culture of integrity, with the cases of other countries in the region in order to design the concept and the final innovation prototype. Finally, the authors carried out the analysis of desire, feasibility and viability of the prototype with a view to its implementation. To conclude, the authors affirm that the processes involved in the issuance of driver's licenses show several points of risk, among them, that the information registration process is highly manual, and that the application process for reviewing videos of the practical exam is cumbersome. Therefore, these processes must be automated with innovative technology to reduce discretion of the personnel while performing them, and all the information resulting from the evaluations must be freely accessible to the citizens to increase transparency, all within the framework of the implementation of the Internal Control policy.
