The objective of this research is to identify and evaluate the management of affiliations of the National Program for the Delivery of the Non-Contributory Pension to People with Severe Disabilities in a Situation of Poverty – Contigo, hereinafter Contigo Program, in the province of Oxapampa, department of Pasco in the period of the COVID-19 health emergency, starting in March 2020 until July 2021, with the purpose of proposing management mechanisms that ensure compliance with the purpose of the program. The analysis begins with this general question: How is the Contigo Program doing to serve people with severe disabilities in poverty, what actions is it taking to improve the quality of life of its users in the province of Oxapampa, department of Pasco, during the state of health emergency 2020- 2021? The research has a mixed approach, with qualitative data collected from main actors and quantitative data collected from operational management documentary information of the Contigo Program. Thirty families of users whose reach an intermediate level of knowledge of the Program have been structured interviewed and semi-structured interviews with four workers from the Operations Unit and one worker from the Provincial Municipality of Oxapampa, also eight regulatory documents, statistics reports of membership in the program and a regulatory document from the municipality; in adition to this, the comments on its two social networks have been inspected: Facebook and Twitter. Finally, the recomendation is to create territorial units progressively.
