This report presents and describes the job experience at the Office for the Measurement of Learning Quality (UMC) of the Ministry of Education. The purpose of this report is to provide an initial approximation to the comprehension of the State functioning, not only from a legal or administrative perspective, but from an anthropological one. Currently, the more mainstream op-eds and articles regarding the functioning of the State usually do not go beyond a legal understanding and determination of its functions. It is therefore, assumed that, in order to understand the State and how it works, it is enough to understand and know the norms that typify its actions. In this report we will see how the functioning of the State is much more complex than just the concatenation of its norms and administrative documentation. We will employ a theoretical framework that postulates that the definition of the State should discard homogenous, fixed and monolithic points of view in favor of a more dynamic representation, which is constructed by the relations that take place among its organizations and citizens, the State’s self-representations, and, society’s general culture and the diverse cultures inside the State’s own organizations. After this, we will provide examples that illustrate these notions. These examples will be taken from the job experience at UMC, which oversees the implementation of several standardized student assessments nation-wide. During this job experience, it was possible to work and directly interact in several instances of the implementation and field operations between two state organizations.
