Did liberalism in Peru only consist of “la gran ingenuidad” of the Movimiento Libertad? What changed in the 20-year gap that separates the candidacies of Mario Vargas Llosa and Pedro Pablo Kuczynski? The following thesis proposal suggests that liberalism shifted in form. From having a movement with a strong ideological discourse, to forging a personalist movement made up of technocrats 25 years later. Furthermore, it states that this particular process of change in the liberal political actors is due to 2 main factors. First, the consolidation of the technocratic regime within the State and in public. And, also, due to the irredemable collapse of the political party system and the subsequente emergence of different party substitutes. It should be noted that this proposal aims to fill a gap in the study of liberalism in Peru. It will be concentrated mainly around the candidacy for presidency of Mario Vargas Llosa and the execution of liberal policies in Alberto Fujimori’s administration. Finally, in regards to the methodology, the proposal will follow the process tracing aproach, which allows an in-depth analysis of the case study and enables to identify the causal mechanisms that affect this particular case study.
