The military service in Peru is voluntary being a problem of the barracks whose effect is that they are almost empty and young people of military age in the streets increase the instability of citizen security that affects the citizenship. For this reason the Army command seeks to achieve a form of recruitment among young people of military age trying to show it more attractive to young people generally of limited resources and from remote areas of the country. Therefore, currently the voluntary military service decreases due to a poor dissemination that benefits all those who join ranks with studies after performing their military service and graduating. The innovation of the study lies in proposing a way to increase recruitment through a benefit of studies to young people. However, we must take into consideration that in this way we can increase the operational functions such as technical assistance in the face of natural disasters, the improvement proposal consists in that through a scholarship system to study technical careers during the military service during one or two consecutive years even after the end of the service until the end of his or her chosen career exclusively, this staff integrates the multipurpose battalions to intervene in the face of natural disasters, aimed at men and women of military age, bearing in mind that the aforementioned scholarships They were proposed through the National Scholarship Program, which through an agreement would help to promote the recruitment of military service personnel voluntarily Arriving at the conclusion to improve the operational capacities, it is necessary to train the personnel, being important to know the risk scenario and the vulnerable population, to counteract the consequences of a natural disaster and act in first response by implementing multipurpose battalions of intervention in natural disasters.
