Our starting point has been the identification of the circumvention of criminology in the PNP based on the minimization and operational inefficiency of the PNP's Crime and Criminality Observatory. The “Operative inefficiency of the Crime and Criminality Observatory of the National Police of Peru, 2018-2020“ was established as a problem. Identifying as first evidence, the poor statistical record as there is no systematization at all and the absence of qualitative approaches that complement the existing quantitative data. As a second piece of evidence, it was identified that the police institution has focused on strengthening its operational capacity, leaving aside its process of evolution towards the future, which must be anchored in science and technology. The third evidence is observable in the null production of strategic information needed by the institution, which is restricted to a descriptive and non-inferential approach. Among the causes identified are: i) Poor management of the Crime and Criminality Observatory; ii) An inadequate location of the ODC in the institutional organization chart; iii) Low quality of resources in the Observatory. – Deficiencies in the allocation of human, logistical and technological resources; and, iv) The insufficient budget for the implementation of the Observatory. For this reason, the improvement of the ODC was proposed as an innovation, which should be carried out in three phases: i) reevaluation and establishment of current statistical variables, identification and establishment of psychological, sociodemographic, economic, cultural and criminological variables. The second phase is the hiring of professionals with experience for the analysis and evaluation of the recorded data that allows it to design georeferential maps. The third phase includes the execution by the curator or curator of the information produced by the observatory.
