In 2007, the regulatory body for telecommunications (OSIPTEL) initiated a deconcentrating process of its service delivery to consumers (orientation to consumers, oversight to companies, and complaints appeal procedures). Twenty-three (23) offices and nine (09) orientation centres were implemented. This investigation aims to ask the research question ¿which were the factors that affected the deconcentrating process of OSIPTEL? This research seeks to identify the enabling and limiting factors that affected changes between 2007 and 2017. The information has been collected from official documents, reports, and semi-structured interviews to actors involved in the process. Conclusions derived from the analysis identify factors that positively affected change: i) the leadership and commitment of its leaders to processes, ii) the favourable political environment, iii) availability of economic resources (assigned budget), iv) capacity building of staff and information management. Moreover, negative factors were: i) the resistance to change, ii) adaptation difficulties, iii) bureaucratization, and iv) processes delays. This work opens the opportunity for new research and allows to understand processes of institutional management reforms in Peru.
