This research paper is about the effectiveness of the use of non-face- to- face media in the citizen participation mechanisms, based on the transformative approach- understood as one in which the participants have the ability to decide or influence in the decision- making of the authorities responsible for the evaluation of the administrative procedures in environmental management-. Approved in the Citizen Participation Plans of three large scale mining investment projects that were evaluated and directed by Senace, and adapted to Article 6 of the Legislative Decree No. 1500 Regarding the methodology used, semi-structured interviews were conducted with residents, representatives of the area of influence convened and/or who participated in these non-face -to- face mechanisms, as well as interviews with the Evaluation Staff of Senace. Likewise, the current legislation on citizen participation and the health emergency was analyzed; as well as the reports from Senace, the Ombudsman, among others, to then move on to an ex post analysis of the aforementioned regulation. Amongst the main conclusions reached is that the aforementioned Decree is a general rule, which is applied ignoring the problem of access to and use of the media by residents of the area of influence, thereby limiting citizen participation and discriminating against certain interest group. Finally, there is a need to have guidelines that allow managing the suitability of non-face -to- face mechanisms without ignoring, that with the appropriate sanitary measures, face-to-face mechanisms are carried out in accordance with current regulations.
