In this research work, the relevance and usefulness of the implementation of the social policy by the government through the independent bonus, which was created in the context of the pandemic and the health risk, especially for small businesses and independent workers, being the focus of study three local markets of Puno. Methodologically, a qualitative and applied approach was used, as well as a phenomenological design. Three markets in Puno were sampled, specifically 15 owners of Mypes. It has been shown that the independent pandemic voucher has fulfilled its main purpose, which is to provide economic support to small and micro-entrepreneurs in a context of health crisis. This program has contributed to mitigate the negative effects of the pandemic in the local business sector, by providing financial resources that have allowed to maintain and strengthen the businesses of the beneficiaries. It is advisable to strengthen the mechanisms for the identification and selection of beneficiaries of the independent pandemic voucher, ensuring greater transparency and equity in the allocation of resources.
