The World Health Organization points out that disability is a set of conditions created by the social environment. Therefore, the management of this problem requires the action and responsibility of society to make the necessary changes in the full participation of people with disabilities, proposing social changes at the level of attitudes and ideologies that can be transformed at a political level under the human rights approach. According to the results of the First National Specialized Survey on Disability (ENEDIS) in Peru 5.2% (1 million 575 thousand 402 people) of the population suffer from some type of physical or mental disability. (National Institute of Statistics and Informatics 2012:55). However, in Peru according to the law Nº 29973, the person with disabilities (PcD) has the right to live independently in the community, on equal terms with the others. That is why the Peruvian State promotes access to home and residential assistance services in the community to facilitate their social inclusion and prevent their isolation and abandonment (Congress of the Republic of Peru 2012:1). In this context, the Minister of Women and Vulnerable Populations through the National Comprehensive Program for Family Welfare (INABIF) implements the Service for Persons with Disabilities (SAIPD) with the aim that people with disabilities at social risk and their families are supported with their needs by social support networks, family and public and private institutions in their environment. Consequently, this research determines the factors that limit and / or contribute in the implementation of the Service for Persons with Disabilities (SAIPD) in the District of Puente Piedra, during the period from 2016 to 2017; documenting in this manner, the first investigation at the national level with respect to the application of the methodology of Community Based Rehabilitation (CBR) for people with disabilities. The same one that shows weaknesses in the implementation of the inter-institutional articulation process, the system focus, participation, strengthening of capacities and 5 the implementation of the recommendations, the capabilities and experience of the team that does not guarantee the sustainability of the service.
