The subject of this work is the National Disaster Risk Management Policy for 2050, which states that contrary to efforts, the fragility of the population and their livelihoods in the face of disaster risk persists as a public problem, becoming one of the important drawbacks that society has, a condition that, in contrast to the progress in disaster risk management, is increasing and undermining the development achieved. However, this Policy claims to be aligned with the Sustainable Development Goals (SDGs) of the United Nations, which as we know aim to guarantee Human Rights. On the other hand, the Rights-Based Approach grants public policies an explicit conceptual framework, which helps to more precisely define their obligations regarding human rights, both economic, social and cultural as well as civil and political. Likewise, Good Government guarantees the correct exercise of the discretion of the public function. This being so, they turn out to be complementary approaches. Given this, we have to say that the Rights-Based Approach and Good Governance turn out to be complementary perspectives when analyzing any form of State intervention, consequently, they can be used when evaluating the monitoring and evaluation of Public Policies.
