The main objective of this Action Plan research is to improve and implement the Safe Neighborhood Plan in the district of San Juan de Lurigancho, and other districts of capital city Lima, and whose population is more than one million people, most of them migrants from the interior of the country. The study took into account the Safe Neighborhood Plan developed in the district of San Miguel in 2016, whose results were encouraging, in reducing crime of all kinds. The success was based on the vectorization of the patrol, and the training of the community police, the latter involving the participation of organized citizens (Neighborhood Committees), together with the human and material resources of the local government. Therefore it is also important to emulate this model, but making innovation in the aspect of logistics and communication, as well as sectorization, sub-sectorization and quadrants, for patrolling, counting on the help of surveillance cameras. Additionally, renew the commitment of the police officer and also the development of social programs led by the police force.
