The participation of the victims of the armed conflict is an integral part of one of the bets that the Colombian State and society in general has been implementing in the process of recovering a social fabric that was strongly affected by the war. By means of a great step in the process of Integral Reparation of this population, it is necessary to identify the elements by which the process has been characterized until now, the difficulties that it has had to go through and the factors that still need to be improved or adjusted in its implementation looking for this participation to find its effectiveness and the incidence in the implementation of the Public Policy be a reality The legal framework that supports the participatory process of victims in Colombia, Law 1448 of 2011, allows the victim population to have an active representation in the construction spaces of plans, programs and projects that the State, in its 3 levels of government, must open to receive all their contributions. However, the role of democratically elected leaders in executing the work of representation in these advocacy spaces has been affected by some factors that hinder their work and for which the effectiveness of the participation tables has not been as clear as I would wait. That is why in the present research work we intend to identify these factors in order to overcome those obstacles that delay the work of the tables in terms of their proactive management around the implementation of the integral reparation component of the victim population they represent. To this end, the participation table of the department of Cundinamarca with its 19 delegates will be taken as a basis, and the points of view of those officials who day by day help to build this process that involves emotional states, will also be collected. which, the psychosocial approach assumes a special importance, but that very little has been explored with regard to the leaders of victims and their complexity.
