The research is based on three important concepts of public policies that are: implementation, state capacity and actors in the agricultural infrastructure policy and irrigation technification, aimed at improving agricultural production and productivity with the provision of water service for irrigation, in the regions of: Ayacucho, Apurímac, Huancavelica and Cusco. The main objective is to analyze the problems in the implementation process of the agrarian infrastructure projects in the Sierra Centro Sur Special Project between the years 2015 and 2020, for this it has three specific objectives: First, to describe the main characteristics of the policy agrarian in Peru. Second, determine the main problems in the implementation of agricultural infrastructure projects. Third, determine the consequences of the problems identified for the Entity and beneficiary population. This research is developed through a qualitative methodology, which consists of the review of institutional management documents, literature related to the implementation process of agricultural policy and the collection of field information through the application of stakeholder surveys main. The case study is applied in extensive agriculture (subsistence) in the central highlands of the country, in which it is observed that the PESCS has a weak state capacity to carry out the implementation processes of irrigation projects with efficiency and effectiveness, as well as weak internal and external articulation between the actors immersed in said process.
