During the last years, the National Scholarship Programme “Beca 18” has been the State's flagship programme, which has allowed young people living in conditions of poverty or social vulnerability, with high academic performance to access higher education, increasing each year their coverage; However, this progress does not indicate the same advances regarding in educational quality. Using the comparative method, this research analyzes the experiences of scholarship holders of a public and a private university, addressing two approaches from which the program is proposed, as well as the reasons for this change, and the implications of these measures in the fellow students. Likewise, it addresses the personal strategies, external support and adversities that the scholarship holder faces in his day to day, inside and outside the university. Finally, it shows the perceptions that the Fellows have regarding each of the services offered by the Scholarship Program 18. To resume, through the economic subsidy, the program contributes to the higher education of many young people, however, it does not take into account that the access and culmination of a university career also implies an adequate adaptation to a new context. Therefore, it can be concluded that Beca 18 does not provide a solid or institutionalized support that ensures that the fellow receives a quality service or that the programme contributes to his adaptation to their university life.
