Propuesta para implementar un sistema de gestión de seguridad y salud ocupacional en el proyecto minero Hauyrapongo San Bernardino - Cajamarca 2015

Abstract

Existen diversas Empresas dedicadas al rubro de la explotación y comercialización de recursos minerales en el departamento de Cajamarca; una de ellas es la Empresa Sociedad Minera de Responsabilidad Limitada Occidental 2 de Cajamarca, Esta empresa viene desarrollando el Proyecto Minero Huayrapongo, quien extraerá principalmente minerales de plomo, zinc, plata y cobre a través de minería subterránea, bajo el método Shrinkage Stoping y Stoping level. Esta actividad representa una exposición a peligros y riesgos de sus trabajadores al momento de extraer, transportar y procesar dichos minerales. Por ello, la presente investigación muestra una metodología y plantea una propuesta para implementar un Sistema de Gestión Seguridad y Salud Ocupacional bajo la norma Internacional OHSAS 18001:2007, Ley peruana Nº 29783, Ley de Seguridad y Salud en el Trabajo y su reglamento aprobado mediante Decreto Supremo N° 005 – 2012 –TR; modificado a través del Decreto Supremo N° 006 – 2014 – TR y el Decreto Supremo N° 055 – 2010 – EM, Reglamento de Seguridad y Salud Ocupacional, formatos del DS 050-2012-TR. El Sistema de Seguridad y Salud Ocupacional, es una herramienta que facilita una mayor eficiencia y eficacia en la administración de las empresas y reducción de accidentes laborales. En este sentido, la incorporación del Sistema de Gestión en Seguridad y Salud Ocupacional (SGSSO) en los procesos de explotación que realizará la empresa Sociedad Minera de Responsabilidad Limitada Occidental 2 de Cajamarca en el Proyecto minero Huayrapongo, es un instrumento que permitirá tener una gestión eficiente, y mejora continua de sus procesos, contribuyendo así a un mejor desempeño con mayores beneficios. Este Sistema de Gestión puede ser aplicado a empresas que desarrollan actividades mineras o similares.

Therefore, this research demonstrates a methodology and presents a proposal to implement a Safety Management System and Occupational Health under the international standard OHSAS 18001: 2007, Peruvian Law No. 29783, Law on Safety and Health at Work and its regulations approved by Supreme Decree No. 005 - 2012 -TR; amended by Supreme Decree No. 006 - 2014 - TR and the Supreme Decree No. 055 - 2010 - EM Regulations Occupational Safety and Health formats DS 050-2012-TR. The System Safety and Occupational Health, is a tool that facilitates greater efficiency and effectiveness in the administration of enterprises and reduction of accidents. In this sense, the incorporation of the Management System in Occupational Safety and Health (SGSSO) in the processes of exploitation that held the company Western Mining Limited Liability Company 2 mining project in Cajamarca Huayrapongo is an instrument that will allow a management efficient, and continuous improvement of its processes, thus contributing to improved performance with higher profits. This management system can be applied to companies that develop mining or similar activities.
