The present research suggests the implementation of a Local Web Information System for Water and Sanitation in the Environmental and Natural Resources Area of the Municipality of Cajamarca. The objective is to satisfy requirements of the clients, organization and improve the administration efficiency. Firstly, the processes involved directly with the nature of the business were identified. Afterwards, an exhaustive analysis of the current situation of the area was made, in order to identify the existing failure in its processes. After having identified the main processes and established the base line of the area through a time and expense study, we elaborated the solution proposal which is a Web System of information called SILAS. This system was developed under the guidelines for SCRUM Methodology, which is also an agile methodology and focuses in aspects such as flexibility, change introduction and new requirements during the Project, human factor, final product, cooperation with the client, and the incremental development as means to ensure good results in the projects, reducing the development time and maintaining high quality. The development of the Web System was done using Framework ASP>NET MVC 3, with programming languages such as C#, JQuery, JavaScript, AJAX and HTML, and under the good practice of programming such as TDD and BDD, using NUnit and Spect Flow as Test Suite, Visual Studio 2010 as development IDE, SQL Server 2008 Express as data base manager and Report Builder 2.0 as reporter. As a result, we got a Web System capable of systematise the main process of the area and manage the local information of Water and Sanitation managing, fulfilling the requirements presented. It is a scalable application and easy to use and maintain, associated to a normalized and homogeneous data base.Finally, the study results post-implementation in a testing environment, the same as the estimate exceeded assumed in the hypothesis, are shown and the conclusions and learnt lessons regarding the SILAS implementation are presented, as well as the methodology monitoring, the development process and the impact it generates.
