ABSTRACT The purpose of this thesis is to determine the proposal for improvement of the purchasing area to increase the productivity of an area of Public Health Institute. The current process of the Purchasing Area was identified and a comparison was made with the improvement process, in turn the proposal of the ROF of the Purchasing Area was made where the functions of the new work teams will be implemented and by the level indicators of compliance with the most important processes. According to the results, two flowcharts was developed for both the process performed in the Team Selection Procedures and Equipment Direct Shopping, the formalization of ROF divided into three chapters including the organizational structure and the number of workers area Shopping and development of the 4 indicators of level of compliance where scorecard (Balance Scorecard - BSC) was used flinging a percentage measurement of 48% to 84% from the implementation of the improvement. Finally, it is concluded that the implementation of this proposal will help organize functions Purchasing Department and works according to them apply measuring the level of compliance and progress in productivity according to results management involved to continue maintaining quality care for our policyholders.
