The objective of this research is to determine the relationship between the urban functional criteria of a terrestrial terminal and the social cost originated by congestion, in the city of Cajamarca, Peru. In order to reduce the social cost caused by congestion, which is already a problem in the areas where travel agencies currently exist. The methodology to follow is to make an analysis through the case study which will determine the urban functional criteria, where points such as urban mobility, urban dynamics, land occupation and topography are analyzed; taking as a starting point the theoretical bases that make up this research, on the other hand to determine the social cost, measurements were made in the field to determine the levels of noise and acoustic contamination. During the development of the investigation it is evident that a terrestrial terminal should be located in the periphery of the city in commercial land use, urban growth zones and areas of moderate slope in order to reduce the social cost. Likewise, the research aims to propose the design of a terrestrial terminal that can accommodate all travel agencies.
