El control de los actos parlamentarios y la transparencia de los Informes de Representación de los congresistas electos por Lima en el periodo 2017 – 2018

Abstract

El objeto de esta investigación es conocer la problemática en los actos de representación de los congresistas electos por Lima y de qué manera están ejerciendo estos actos, este es el elemento fáctico, y describir de qué manera los informes de estos actos de representación se ajustan al principio de transparencia, para esto último también se hará una valoración de la norma, este es el elemento jurídico. La metodología consiste en elegir 5 congresistas, analizar el informe anual de representación correspondiente al periodo 2016-2017 de cada uno, y organizar los criterios más frecuentes que están utilizando para elegir sus actividades, para luego, en base a esta información entrevistar a tres expertos en derecho parlamentario para conocer su opinión, y así finalmente establecer variables que permitan fiscalizar los actos de representación de manera accesible y eficaz ya que actualmente no existen parámetros que permitan hacer una medición operacional que debería entregar cualquier funcionario competente y describir que función están cumpliendo los informes de representación que en la actualidad no brindan información ordenada ni completa, además de que no permiten medir cumplimiento de metas y resultados.

The purpose of this research is to know about the problem in the acts of representation of the congressmen elected for Lima, and in what way they are exercising these acts (the factual element), and to describe how the reports of these acts of representation are adjusted to the principle of transparency, including an assessment of the regulation (the legal element). The methodology consists of choosing 5 congressmen, analyzing the annual representation report corresponding to the 2016-2017 period of each, and organizing the most frequent criteria they are using for choosing their activities. Once having gathered this information, we will proceed to interview three parliamentary law experts in order to to know their opinion, and thus finally establish variables that allow the acts of representation to be audited in an accessible and effective way, since currently there are no parameters that allow making an operational measurement that should be provided by any competent official and describe what function the acts of representation are fulfilling. These currently do not provide orderly nor complete information, nor do they allow measuring achievement of goals and results.
