ABSTRACT The indices of labor incidents in the construction sector are very high and these generate costs for companies for serious legal breaches, accident costs, costs of prevention and costs for material damage; To avoid these costs, the implementation of an Occupational Health and Safety Management System based on the OHSAS 18001: 2007 standard was proposed in the Alvac Johesa consortium. The general objective of the research was to propose the implementation of an Occupational Health and Safety Management System based on the OHSAS 18001: 2007 standard to avoid costs due to incidents in the Alvac Johesa consortium. The research hypothesis was that when proposing the implementation of an Occupational Health and Safety Management System based on the OHSAS 18001: 2007 standard, costs for incidents in the Alvac Johesa consortium will be avoided. The techniques and tools used were direct observation and documentary analysis, thanks to this information was obtained to make the Ishikawa diagram and to know the problem of the Alvac Johesa Consortium. The proposal for the implementation of an Occupational Health and Safety System avoids costs for legal breach; However, the costs for labor incidents can not be reduced in their entirety, due to the fact that the employees' compliance with the Safety System goes beyond the control parameters of the investigation. It is recommended that the consortium maintain, update and review all the documents that comprise the Security System according to the Deming cycle to guarantee continuous improvement according to legal requirements. Likewise, students are recommended to take this research as a basis for future research on Occupational Health and Safety Systems.
