Propuesta de implementación de un sistema de gestión de seguridad y salud ocupacional bajo la norma OHSAS 18001: 2007 para reducir accidentes laborales en el parque automotor de la Municipalidad Distrital de La Encañada – Cajamarca

Abstract

Los accidentes laborales en el Parque Automotor de la Municipalidad Distrital de la Encañada han ido en aumento del año 2013 al año 2017 evidenciando así una elevada tendencia de aceptabilidad, los cuales han sido causados por no contar con un Sistema de Seguridad y Salud en el Trabajo, es por ello que nace la Propuesta de implementación de un Sistema de Seguridad y Salud en el Trabajo en base a la Norma OHSAS 18001:2007 para reducir accidentes laborales. La investigación tuvo como objetivo general proponer la implementación de un Sistema de Seguridad y Salud Ocupacional bajo la Norma OHSAS 18001:2007 para disminuir accidentes de trabajo en el Parque Automotor de la Municipalidad Distrital de La Encañada. La investigación tuvo como hipótesis que al proponer la implementación de un Sistema de Gestión de Seguridad y Salud Ocupacional basado en la norma OHSAS 18001:2007 permitirá disminuir los accidentes laborales en el Parque Automotor de la Municipalidad Distrital de la Encañada. Las técnicas y herramientas empleadas fueron la observación directa y encuestas que permitieron realizar el diagrama de Ishikawa y conocer el diagnóstico actual del Parque Distrital de la Municipalidad Distrital de la Encañada. La propuesta de implementación de un Sistema de Seguridad y Salud en el Trabajo evita infracciones por incumplimiento legal; sin embargo, no se puede reducir en su totalidad los accidentes de trabajo y costos a causa de ellos ya que por más eficiente que sea la propuesta de implementación, siempre existe un margen de error; además que los accidentes son fortuitos, no se sabe cómo ni cuándo van a suceder. Se recomienda a la Municipalidad Distrital de la Encañada realizar análisis y revisiones continuas al Sistema de Gestión de Seguridad y Salud en el Trabajo para cumplir con los requisitos generales y de esta manera evitar accidentes de trabajo. Asimismo, se recomienda a futuros estudiantes tomar de guía la presente investigación para estudios posteriores sobre propuestas de implementación de Seguridad y Salud en el Trabajo.

Techniques and used tools were the direct observation and opinion polls that allowed selling off the Ishikawa diagram and knowing the present-day diagnosis of the Parque Distrital of the Municipalidad Distrital of the Encañada. The proposal of development of a system of Occupational Safety And Health avoids infractions for legal non-fulfillment; However, it cannot decrease completely the industrial injuries and costs because of them since for more efficient that it is the proposal of implementation, always there is a margin of error; Besides than accidents are fortuitous, it is not known how neither when they are going to happen. It is recommended to the Municipalidad Distrital of the Encañada analysis and continuous revisions realize to Gestión's System of Occupational Safety And Health to fulfill the general requirements and this way avoiding industrial injuries. In like manner, it is recommended to investigation for later education on proposals of implementation of Occupational Safety And Health drink to future students of present guide.
