ABSTRACT The fleet in the city of Cajamarca has grown disproportionately which causes unfortunate accidents, because there is no control on units circulating in this city, which pollute the environment, emitting gases over the permissible. The central government has issued a number of regulations, decrees, regulations from October 2001 to date, is therefore a result of all this was born the idea of a private project put Inspections Vehicle Technical Center (CITV) investment. Own resources, taking as a basis the mining boom. The population growth, which exchange products of different agro-industrial, livestock, etc. To this end a review and analysis of existing legislation was carried conducting market studies and the great responsibility that will be assuming, we propose to put in place a CITV to try and fix the problems largely caused by vehicles that are not in good condition, which cause accidents, deaths, disability, environmental pollution among other things. As a first step to counter this problem was to conduct surveys to different people, unions, associations and others, which allowed to have greater diagnostic vehicle units circulating in our city, so try to improve the quality of transport and therefore care environment. In Cajamarca there is now a single plant Technical Inspections Vehicle, which gives exclusivity to maintain relatively high prices poor service, location is further away from the city. As an entrepreneur I must say I like it, I love the idea of running my own business, in which to apply knowledge learned in college, we own local, qualified personnel. This project covers the region of Cajamarca, which later seeks to extend to other regions. When is 4416 vehicles per year in one shift of 8 hours a day and go according as the movement of the business could be expanded to meet at night. A SWOT analysis was performed, taking as Strengths: - Own Local. - Employees Cajamarquinos - Trained in the work to be performed. Opportunities - Unsatisfied automotive Park - Growth of the fleet Vision As we become the best vehicle technical inspection center. As Mission enforce existing regulations established by the Ministry of Transport and Communications regarding technical reviews. The production process begins with the entry of the vehicle mechanically inspected, inspection lights, and finally test opacimeter sticher placement. It will feature high-tech equipment to ensure a good quality service as: - Headlight tester, lux meter, power meter detector and other clearances. A study of the equilibrium point, NPV, IRR was performed. The total investment is S / 945754.30
