ABSTRACT The management by competences, has been changed into an art to build the human talent that ennobles the potential performance in classrooms, town and community; That is on the one hand complex, unique, unrepeatable and on the other hand it has divergent thoughts and sometimes convergent in interrelation with society. It is important to consider the society as a group of people with individual and collective capacities, skills, attitudes, values and behaviors that has been generated by the enrichment in continuous improvement and consistent working environment in the institution. For this work in the first variable of study has been estimated the theory of the complex thinking of Edgar Morín with the seven necessary knowledge for the Education of the Future and the Unified Field Theory of Education of Sabogal and Vargas; For the second variable has been proposed, McClelland's theory and transformational leadership. The objective is “The competency management of human tal ent influences the organizational environment of the Educational Institution San Ramón Cajamarca 2017”, I considered the points of view of 150 teachers from the District, Province and Department of Cajamarca. This work was descriptive, the questionnaire was used and the results checked the hypothesis, concluding in this way: Most teachers affirm that management by competencies improves the organizational environment, the staff has the necessary competencies to carry out their work, but teachers have not received training in the Institution; And, if they are doing it on their own, with some complications for their application in the classroom. Managers have little leadership in the organizational environment, they are not in optimal conditions, there are often conflicts with staff, who feel pressured by the considerable control and low valuation as human beings.
