ABSTRACT The present research has as object of study to the Business Development Management (GDE) of a Water and Sanitation Services Companies (EPS), an organic unit that has a strategic role in the organization, having studied the way in which the professionals of the study object carry out planning, execution, monitoring, monitoring and evaluation of their management, determining the need to implement a Management Control System, which improves the decision-making process allowing them to adopt actions in a timely and informed manner that ensure the achievement of the expected objectives and the creation of value to the interest groups. Through interviews and questionnaires applied to the collaborators of the object under study, we have examined the management tools used and the attitudinal characteristics in the development of their fundamental activities, such as the formulation, execution, monitoring, monitoring and evaluation of the strategic plans , operational plans, budget management, investment programs and projects; information that has been processed and organized, evidencing the need to have a tool for management control, which contributes to the improvement of decision making and as a consequence to the efficiency and productivity of employees. The proposed Management Control System allows meeting the requirements of the employees of the GDE of a EPS, providing them with a strategic-operational planning model that articulates actions towards institutional development plans, complemented by an instrument that allows monitoring, monitoring and evaluation of management; and, strengthens the managerial competencies of the collaborators contributing to their professional development and to the improvement of the decision-making process. The perception of employees and ex-employees of EPS was measured, among managers and officials with direct and indirect relationship in the management of the DGE, evidencing a high degree of correlation between Management Control System and the Process of Taking Decisions in the management of the GDE, obtaining an average acceptance of 93% and 91% with respect to the proposed Management Control System and the process of Decision Making in the GDE respectively.
