Abstract: RESUMEN
El presente artículo es el producto de una revisión sistemática que tuvo como objetivo determinar y
contrastar los elementos metodológicos y hallazgos principales de las investigaciones relativas al
estudio de la eficiencia, y la gestión de un programa de capacitación en el sector público. Las
palabras clave que se utilizaron para la búsqueda fueron “eficiencia”, “plan de capacitación” y
“satisfacción laboral”. Producto de dicha búsqueda se obtuvieron 50 artículos, los mismos que se
vieron reducidos a seis al pasar por las fases de selección y depuración. Sus elementos
metodológicos más característicos fueron la gestión de un plan de capacitación para aumentar la
eficiencia y la satisfacción laboral tanto de los colaboradores de estas entidades públicas, así como
también del público que acude a ella en búsqueda de atención e información. En el servicio público,
paradójicamente no se tenía en cuenta al público-cliente a quienes consideraban como personas
extrañas incapaces de aportar la menor contribución intelectual. La principal conclusión referida en
los estudios fue que la eficiencia se relaciona con cuan capacitados y motivados están los
trabajadores para brindar un buen servicio. En vez de proponer la reforma del sector público se
oriente hacia su transformación entre la Administración y la sociedad; otorgándoles a sus
ciudadanos un papel cada vez más activo en el campo público

ABSTRACT This article is the product of a systematic review that aimed to determine and contrast the methodological elements and main findings of the research related to the study of efficiency, and the management of a training program in the public sector. The keywords that were used for the search were “efficiency“, “training plan“ and “job satisfaction“. As a result of this search, 50 articles were obtained, which were reduced to six when going through the selection and purification phases. Its most characteristic methodological elements were the management of a training plan to increase the efficiency and job satisfaction of the employees of these public entities, as well as the public that comes to it in search of attention and information. In the public service, paradoxically, the publicclient was not taken into account, whom they considered as strange persons incapable of making the least intellectual contribution. The main conclusion mentioned in the studies was that efficiency is related to how skilled and motivated workers are to provide a good service. Instead of proposing the reform of the public sector, it should be oriented towards its transformation between the Administration and society; granting its citizens an increasingly active role in the public field.
