The purpose of this research is to determine how public policies impacted on the right to education of secondary school students in Comas during the period 2020-2021, for this, the research method based on the qualitative approach, basic type, descriptive level with grounded theory has been used. It was possible to identify that the public policies applied for the secondary level such as the “Aprendo en Casa“ platform were not viable or effective, since different criteria were not taken into account, such as: that not all students have internet or that there is also a large percentage of students who do not have a technological tool such as a cell phone, laptop, computer, etc. Consequently, it was concluded that public policies affected the right to education of Comas students during the period 2020-2021, because they were deficient, since many did not have technological tools such as cell phones, laptops, computers, etc., to perform visualization and perform their tasks, also many students had difficulty accessing the internet. In this sense, what is intended through this research is to respond to the problem related to the affectation of the right to education of students at the secondary level of Comas, since this problem did not arise from the pandemic, but, during this crisis, the shortcomings in the education sector were broadly evidenced.
