This research consists of the analysis and development of inclusive education and accessible design in an educational institution to improve the level of education and integrate students with functional diversity into the regular basic system. The main objective of the research is to design an inclusive educational institution for students with hearing loss and cognitive functional diversity in the district of San Martín de Porres, taking into account accessibility and architectural guidelines that promote the learning of regular students and with hearing disabilities and intellectual. In the study developed, the data obtained by MINEDU on regular and special education in metropolitan Lima were analyzed. The type of methodology used in the research is applied and mixed according to the data obtained. On the other hand, it is explanatory, experimental and transversal. For the collection and organization of information, work was done in Zotero and documentary files. The results showed that at the level of metropolitan Lima, Ugel 02 is the one with the least number of special institutions and the second with the highest number of regular and special student enrollments. Likewise, the district of San Martin leads these two statistics compared to the other districts. The importance of an infrastructure that responds to design criteria accessible to the inclusion needs in an educational institution was verified, as well as how influential the socialization spaces for students with disabilities are in this process for a better acceptance and inclusion within the education system. Regular basic education, the correct methodology applied within the educational system equally favors correct teaching for students with hearing and intellectual disabilities, allowing them to learn in a more didactic way and applying new tics for better learning.
