The objective of the investigation was to determine the impact of the management of the supplier selection procedure based on a web application, on the quality of service of the ACFFAA; achieved under a pre-experimental design, comparing the results of the post test (2021) against the face-to-face periods (2018 - 2019), and e. mail (2020), as a pre-test phase; For this, a documentary review guide was used, collecting records of the term and costs of the supplier selection procedure, and the supply process (from 2018 to 2021), as reliability indicators; a questionnaire to measure security, response capacity, empathy and tangible elements, applied to 15 of the UT/OU of the OBACs; and as an instrument for diagnosis of the cause, an interview guide was used, applied to the CPD specialist; In all cases, convenience sampling was applied. From the results it was concluded that: The implementation of a web app had an impact on the quality of service perceived by the UT/OU of the OBACs, distributing 100% at the high and very high levels, unlike that perceived in the period of face-to-face, at 86.67%, and in the e. email, 66.67%; In terms of reliability, the effectiveness in complying with the execution period of the critical stages of the procedure, such as the invitation, formulation and acquittal, increased with average effectiveness of 220.69%, 244.91%, and 294. 37%, respectively; explainable given the articulation of systems such as SEACE, SISEI and RPME, the standardization and automation of the tasks or information to be consulted and the feasibility of uninterrupted flow, being essential to standardize or homogenize the requirement from the preparatory acts, and an explicit requirement in the announcement; thus, the average expense per procedure was also impacted at S/ 1009.09, less than that of e. mail (S/ 1,310.00), and notably less than face-to-face (S/ 6,332.58), explaining in general, given the degree of computerization, which guarantees efficiency in the use of resources, and the elimination of unnecessary tasks or processes; as triggering aspects to the web app, at the level of reliability it impacted on the savings of the value of the offer, and at the level of security, in compliance with the EETT, and the TDR, and the protection of information related to the goods or services; this accounts for the participation of competitive providers, given the improvement in efficiency, standardization, and systematization, and given the strengthening of the principles of publicity and transparency, and information security; thus, it also had an impact on determining factors, such as response speed and the availability of computer equipment.
