Ejecución del plan de gobierno y legitimidad del gobierno local del distrito de Comas, 2018-2022

Abstract

La presente investigación tuvo como propósito el determinar de qué manera la ejecución del plan de gobierno afectó la legitimidad del gobierno local del distrito de Comas para cumplir con el objetivo general que es determinar de qué manera la ejecución del plan de gobierno afectó la legitimidad del gobierno local del distrito de Comas durante los años 2018 – 2022. Para lograr ello, se hizo utilización del método de la entrevista teniendo como instrumento la guía de observación. La muestra fueron nueve contribuyentes y dos documentos de auditoría emitido por el ente respectivo. Los hallazgos muestran que existe una afectación a la legitimidad en la gestión de dicho gobierno local puesto que la entidad no ha podido ejecutar el plan de gobierno con el cual accedió al mandato edil, resaltando negligencia en el rubro del sistema de limpieza y de seguridad. La conclusión principal es que el alejamiento de lo establecido en su Plan de Gobierno afecta la legitimidad que la población pudo tener con dicha candidatura pero que ahora ya no lo presentan.

The purpose of this investigation was to determine how the execution of the government plan affected the legitimacy of the local government of the district of Comas to meet the general objective that is to determine how the execution of the government plan affected the legitimacy of the government. district of Comas during the years 2018 - 2022. To achieve this, the interview method was used using the observation guide as an instrument. The sample was nine taxpayers and two control documents issued by the respective entity. The findings show that there is an affectation to the legitimacy in the management of said local government since the entity has not been able to execute the government plan with which it agreed to the mayor's mandate, highlighting negligence in the cleaning and security system. The main conclusion is that the departure from what is established in his Government Plan affects the legitimacy that the population could have had with said candidacy but that now they no longer present it
