Aplicación del presupuesto por resultados como mejora en la calidad de gasto de la Dirección General de Investigaciones en Acuicultura del Instituto del Mar del Perú, Lima, 2018

Abstract

RESUMEN El presente trabajo se ha realizado a fin de conocer las mejoras que el presupuesto por resultados generó en la calidad del gasto de la Dirección General de Investigaciones en Acuicultura del Instituto del Mar del Perú. Para este trabajo hemos realizado un análisis comparando el presupuesto asignado por APNOP y el presupuesto asignado mediante la categoría de presupuesto por resultados. La investigación es de tipo descriptivo por la naturaleza del problema, puesto que hemos recolectado diferente tipo de información como son el Plan Operativo Institucional, documentos de la incorporación al PpR y los formatos de ejecución técnica financiera; así como, consultas amigables al sistema en línea de Ministerio de Economía y Finanzas. De acuerdo a la información descrita se concluye que efectividad de gasto y aplicación del PpR es altamente proporcional y dio un giro de avance presupuestal y tecnológico a esta Dirección.

ABSTRACT The present work has been done in order to know the improvements that the budget for results generated in the quality of the expense of the General Direction of Investigations in Aquaculture of the Institute of the Sea of Peru. For this work we have carried out an analysis comparing the budget assigned by APNOP and the budget allocated through the category of budget by results. The research is of a descriptive nature due to the nature of the problem, since we have collected different types of information such as the Institutional Operational Plan, documents of the incorporation to the PpR and financial technical execution formats; as well as friendly consultations to the online system of the Ministry of Economy and Finance. According to the information described, it is concluded that the effectiveness of spending and application of the PpR is highly proportional and gave a direction of budgetary and technological progress
