Aplicación del Sistema Integrado de Administración Financiera SIAF en las áreas administrativas de Universidad Nacional San Lucas en distrito de Lima del año 2015

Abstract

RESUMEN El presente trabajo de investigación tuvo como objetivo general determinar el Impacto del Sistema Integrado De Administración Financiera SIAF en las áreas administrativas de la Universidad Nacional San Lucas en el año 2015 influye bastante debido que las personas que trabajan en cada una de las áreas administrativas de dicha universidad no tienen comunicación o no pueden trabajar en equipo, en tal sentido que este sistema del sector público tiene algunos problemas como en el módulo administrativo debido que en la fase de devengado se demora en aprobar el registro SIAF(expediente) por un tiempo de 20 minutos y eso retrasaría en pasar los expedientes hacia al área de tesorería para respectivo pago a los trabajadores de la universidad y a sus proveedores. Este Sistema del sector público tiene una persona que transmita hacia el Ministerio de Economía y Finanzas para que se apruebe el expediente que podría ser en la fase de compromiso, devengado o girado. Se investigaron temas muy importantes relacionados al sistema de sector público; para así determinar los problemas que vienen ocurriendo en las áreas administrativas con este sistema. Para lógralo, se analizaran las principales áreas administrativas de esta Institución del Estado que son de Logística que se diagnosticó la falta de personal debido que cada personal tiene una carga laboral debido que cada uno tiene funciones más exigentes tal caso que un personal se encargue de armar los expedientes de los trabajadores y de los proveedores también puede llegar las observaciones que envía el Área de Contabilidad y eso demora un buen tiempo en subsanar las observaciones de los expedientes; Contabilidad se diagnosticó que el personal se demora en entregar los expedientes a tesorería debido que el personal que se encarga de hacer el control previo (revisar los expedientes si está bien o mal armados también si faltaría un documento) y el encargado de hacer el devengado también se demora porque el expediente se demora en aprobar y cada fin de mes es la mayor cantidad de expedientes que traen el personal de logística por el pago de los trabajadores y proveedores, Tesorería se diagnosticó que hay dos personas que se encarga de girar y si fuese fin de mes donde hay mayor cantidad de expedientes y eso hay dos personas que se demoraría en girar y también hay un personal que se encarga de recepcionar los expedientes que ingresa al área de Tesorería y se va a depositar al Banco y quien se encargaría de recepcionar y derivar a la persona que se encargaría de girar el expediente y eso perjudica que el proceso estaría en stop. ABSTRACT The present research work had as general objective to determine the Impact of the Integrated Financial Management System SIAF in the administrative areas of the University National San Lucas in the year 2015 influences quite because the people that work in each of the administrative areas of said university don´t have communication or can´t work a team, in such sense that this system of the sector public has some problems as in the module administrative because in the phase accrual it is delayed in approving the SIAF registry (file) for a time of 20 minutes and that delays in passing the files to the treasury area for respective payment workers of the university and their suppliers. Investigated issues very important related system of the sector Public; to determine the problems that are occurring in the areas administrative with this system.To do it, we will analyze the main administrative areas of this State Institution that are Logistics that was diagnosed the lack of staff because each staff has a load work because each one has more demanding functions such a case that a staff is responsible for putting together The files of the workers and the suppliers can also arrive the observations sent by the Area Accounting and that delay a long time to correct the observations of the files; Accounting was diagnosed that the staff delays in delivering the files to the treasury because the personnel in charge of do the control previous(review the files if it is well or badly armed also if missing a document) and the person in charge of making the accrual is also delayed because the file delay time to approve and each end of the month is the largest number of files brought by the logistics staff for the payment of workers and suppliers, Treasury was diagnosed that there are two people who are responsible for wire and if it was the end of the month where there are largest number of files and that there are two people who would delay in wire and also there is a staff that is responsible of receiving the files that enter the area Treasury and it is going to deposited to the Bank and who would be in charge of receiving and derive to the person that would be in charge of wire the file and that detrimental that the process would be in stop.
