ABSTRACT Political freedom is one of the core values of democracy. In that sense, this value should be exalted and protected in all democratic societies. Peru is a democratically constituted state, however, does not fully ensure political freedom constitutionally establishing the right to vote it is mandatory for citizens under the age of seventy years. With the implementation of this obligation, the legal nature of the vote, which is a right, and if so, its exercise must be freely distorted. Considering this, it is concluded that the Constitution of Peru 1993, by introducing compulsory voting, irrefutably violates its citizens' political freedom, and at the same time severely undermines democracy.
